  HB 49:  ABSENTEE BALLOTING BY FAX

  CHAIRMAN VEZEY read the title of HB 49 and outlined several                  
  changes made to the bill since the last committee meeting.                   
  He pointed out changes in the auditing of ballots, which                     
  would now require witnessing of the ballot by either a                       
  commissioned officer, NCO of the military, or two U.S.                       
  citizens, and then entertained motions to move HB 49 from
